What this document is
Certificate that the RENEWING person themselves has FULLY PAID municipal tax — only needed if they work and DO owe tax. With no taxable income there is NO such certificate; replace it with a 非課税証明書 (hikazei).
What it must show
- Has taxable income and has finished paying → 納税証明書 (nouzei)
- No/little income, tax-exempt → NO 納税 → submit 非課税証明書 (hikazei) instead
- Same year as the income certificate: 令和7年度
Where to get it
The same city-hall tax counter where that person resided on 1/1/2025.
How to get it
- Request it AT THE SAME TIME as the income certificate (課税/非課税)
- Clearly ask for the fully-paid, no-arrears version

⏱️ NEWCOMER: If you haven't worked or weren't a resident on 1/1/2025, no tax has arisen yet → no 納税証明書 yet. ➊ Resident since the start of the year but low/no income: a 非課税証明書 (hikazei) is enough. ➋ Just arrived this year (after 1/1/2025): skip this station, rely on the sponsor's income, and wait for around June 2026.
