Immigration does not require a notarised translation. You may translate it yourself as long as the TRANSLATOR'S NAME and the DATE appear at the foot of the page. But when a lawyer files for you, the office needs the translation to check it and take responsibility.
What it must show
Translate: school name · major · graduation date · the subjects in the transcript
At the foot: translator's name + date + signature
No notarisation needed
