Unpaid or late tax / pension / insurance is the most common reason Tokutei applications fail. If it happened, Immigration does NOT auto-refuse — but you must file an explanation saying why, and whether you have paid it up.

Not sure → get your record at the pension office (被保険者記録照会回答票); it shows everything
Back-payment is possible for up to 2 years — pay up BEFORE filing
If unsure, pick “Not sure” and the app prepares the explanation letter
